I guess the writers forgot this part, and the one where he fucked a woman on a short break in 22 Short Films about Springfield when they made Apu chaste, waiting for his arranged marriage.
The entire first act of “The Two Mrs…” is Apu getting action and revelling in being a bachelor. Ok I guess they say he hasn’t really been doing anything, but that wasn’t because he was waiting on his marriage. He’d totally forgotten about that. I’m probably misunderstanding your point, so disregard if so.
