Bart was acting like a real dick in this one. No wonder he earned a fucking spank.

      I kinda agree.
They made a parody of “Dennis the Menace” here, but that role didn’t suit Bart very well so they had to stretch his characterization. As a result he’s slightly out of character and not that likeable.

But he’s harassing a former president, so that makes it okay.

But the harassment contains potassium benzoate.

It’s still less frustrating that seeing Bart wear a shoe brush on his forelip.

It’s another one of those experimental Oakley and Weinstein episodes that people either really like for trying something wild and different or really dislike for the same reason. The whole concept was the writers’ rebuttal to George Bush’s infamous “a lot more like the Waltons and a lot less like the Simpsons” remark – if Bush thinks Bart is a rotten influence on America’s families, then the writers are just going to make him even more rotten just to push Bush’s buttons.

It’s a precursor to “Homer’s Enemy”, in a lot of ways, exaggerating a character’s behavior in response to a “real-world” person calling them out and saying “Stop doing what you’re doing because it offends me.” The writers’ response is “No, screw you, we’re gonna do it even more.”
