Is that a badly drawn caricature of that black guy from “The Green Mile” or Dr. Hibbert? And since when has he lived across the street from the family?
The Green Mile was not out for several years after this episode (Maybe the writers were fans of the book) and Dr Hibbert has never worn overalls and isn’t bald or a foot bigger than regular Simpsons characters. That is just a gloriously random background character who treats Grampa Simpson with the same bemused contempt as everyone else does.
