It’s cute because Bart and Maggie hardly ever spend time together, and funny because he really is a bad influence.
This show had a strange power to express cute, intimate moments between its main characters than in other animated (and non-animated) shows. I do remember that scene from “The PTA Disbands” when Marge and Bart are seen in an unusual and intimate but non-sexual (unless you have a very dirty brain) and plausible position, the kind of scene you wouldn’t see in a typical TV show or movie (I’m talking of the “kids have been doing that one since my days” shot).
