I do a half-assed job around here plenty, but I don’t think I fucked up on this one. He doesn’t say “seedy”, he says “seamy”:

I want to say Tiny Took Adventures? Whatever it is, I know I saw it.
It’s definitely Tiny Toons. The episode was parody of Saturday Night Live and Bart was the guest star.
