Another example of The Simpsons managing to elevate a joke with an unneeded response.
It starts as a great case of repeatedly upping the ante, when Snyder just keeps listing the miserable failures in an already-stupid plan. After “cocktail napkin,” he’s far past noticing the fakery, that he just keeps marveling at the sheer incompetence.
Then Hutz doubles down by letting out a noise like he’s a kid caught with his hand in a cookie jar. Awesome.
It might help explain why ZS is incapable of just leaving well enough alone. If they were to do this today, they likely would have had shown the note while Snyder was reading it, made Homer responsible, then have him freak out and run away. And it would have been considered surprisingly clever.

Also worthy of note: there are episodes where Snyder is black, and there are episodes where he’s white. Just like Smithers and Dr. Hibbert.
