Wait. If he’s filling in for Otto (wearing a dress), why is he (Llewellyn) dressed as a pirate?!

If these episode was made today, every single one of those no-name characters in that group would be replaced by all those other “quirky” characters we love so much like…ummm…Rich Texan, Crazy Cat Lady, Cookie Kwan and Lindsey Neagle. And Ralph for some reason.
It’s been brought up more than a few times on this site, the fact that Zombie Simpsons has phased out most of the anonymous Springfield citizenry and replaced them with a stock-company of “quirky” recurring characters. Obviously it’s cheaper to re-use the same character models over and over. What I want to know is… Why is it, when the show was made pre-computer animation, and was therefore more expensive to produce, it would utilise loads of one-off (or near enough one-off) character models, but now when it’s cheaper to produce, it relies on re-using the same character models? If it’s not a cost-cutting measure, can it only be explained as sheer laziness?
